Human Capital Business Partner (D1)

Salary Package: R 670 132 – R 1 005 198 TCTC p.a (including Benefits)

PURPOSE OF THE POSITION: Reporting to the Senior Manager: HC Operations & Talent Management, the role will partner with allocated business units and relevant management to deliver a Human Capital service in line with the needs and priorities of the JDA, as well as co-ordinate the human capital life cycle.

KEY PERFORMANCE AREAS: The role will be responsible for the entire human capital cycle activities. Liaise with line management to understand and implement JDA’s talent acquisition requirements within area of responsibility in line with the approved organisational structure. • Coordinate the induction of new staff members through provision of all company information to the new hire, introduction of new hire to the business and facilitating induction workshops • Coordinate employee wellness programmes to promote a healthy and safe working environment • Act as the first line of contact for employee relations issues, involving employees on all level, within area of responsibility• Provide guidance to management on disciplinary and grievance matters in accordance with employee relations frameworks, policies and procedures • Conduct a talent development needs analysis, in area of responsibility, to input into the Leadership Development programs and strategies and support the creation of a learning culture that enables optimal learning and growth. • Support and accelerate skills development and achievement of employment equity and organisational transformation and limit the impact of skills shortages • Facilitate and monitor compliance to the Performance Management Policy, providing guidance to management on performance review process and procedures • Support talent management processes and systems. i.e. talent pool management, transformation targets achievement, reward and retention, hi-po identification and management etc • Contribute to the development of HC policies •Provide advisory support to staff, within area of responsibility, in the communication and interpretation of HC policies • Monitor compliance to HC policies • Produce and submit relevant Human Capital reports as and when required.

Education and experience required:
• Minimum Bachelor’s degree in Human Resources/Industrial Psychology or equivalent
• Any registration with a professional body will be advantageous
• Minimum 5 – 7 years’ HR Generalist experience
• Sound knowledge of HR Legislation, Policy and Procedures .
• Sound knowledge of HR Best Practices.
• Sound knowledge of HR Systems and Frameworks.
• Knowledge of Corporate Governance
• Advanced HR Analytics skills
• Valid driver’s license

PURPOSE OF THE POSITION: Reporting to the Executive Manager Corporate Services the role will provide administrative and secretarial support to the EM: Corporate Services, administer projects, activities of highly responsible and confidential nature and ensure the smooth running of the EMCS’s Office.

KEY PERFORMANCE AREAS: The role will provide administrative and secretarial support in managing the diary of the, scheduling EMCS’s meetings, conference and teleconferences so that there is effective use of the EMCS’s time. Manage the entire administration for Office of the EMCS. Assist the EMCS in carrying out personal tasks. Screen incoming telephone calls, taking detailed messages, and attending to telephone queries on behalf of the EMCS. Manage e-mail correspondence on behalf of the EMCS.Prepare routine correspondence and compile data, statistics and other information. Prepare documents (memo’s, presentations, minutes, reports, etc.) for review and presentation at the relevant Committees including EXCO. Maintain an updated document management system to safeguard information and allow for retrieval of records, as and when required. Handle and coordinate all Projects related administration for the EMCS’s office.

Education and experience required:
• Minimum relevant Secretarial / Office Administration Diploma or Certificate (NQF Level 5) or equivalent.
• Bachelor’s degree in business administration will be advantageous.
• Minimum of 5 years’ secretarial or administrative experience for an Executive/Senior Management level position.

CHIEF EXECUTIVE OFFICER: JDA

This a 5-year fixed-term perfomance based contract

SALARY PACKAGE: MARKET-RELATED

Purpose of the position: The successful candidate will provide strategic leadership to the organisation by working with the Board of Directors and the executive team, to establish long term strategy, business plans and funding model for the JDA. This will include developing an understanding of the internal and external environment and applying a business approach to effectively strategise the long-term positioning of the JDA. Provides leadership and management to ensure the mission and core values of the company are put into practice.

Key responsibilities: • Strategically manage the business and employ turnaround strategies to ensure and sustain JDA’s economic, social, and financial benefit to the City of Johannesburg. Lead and manage the production of short-, medium- and long-term plans and strategies for the JDA, to give effect to national and provincial government objectives, the City of Joburg’s Growth and Development Strategy, and the aspirations of the citizens of Johannesburg. Manage the development, implementation and review of the corporate strategy and business plan to ensure that strategic, operational, and business planning is aligned
to the JDA’s objectives. Develop a financial business model to ensure long-term sustainability of the business. Ensure that all JDA capital projects are delivered in line with project plans and in a manner that is sustainable and successfully regenerates the areas • Analysing urban development trends and the implications for City of Johannesburg • Manage the performance of the organisation and the human capital to ensure JDA’s objectives are met. Champion organizational compliance and corporate governance leadership. Lead transformation through change management programmes. Establish and maintain relationships with key stakeholders (Government, business, and communities) so that the JDA is well promoted and able to deliver on its stated outcomes. Serve as Accounting Officer of the organisation in terms of the Municipal Finance Management Act and take full financial responsibility.

Requirements: A minimum of Master’s Degree in Business. Administration, Commerce, Law, Built Environment/Engineering, Management or any related field is required (NQF level 9). Minimum 5 – 10 years’ experience in business management, urban development or local government of which 4 years’ experience should be in a executive management role. A record of success at senior level in achievement of operations and delivery of programmes with and through partners in public, private and community sectors. Knowledge and experience with management of diverse development projects preferably in an urban setting in the public sector. Understanding of local, provincial, and national government environment. Understanding of financial management and track record in managing human capital. A thorough understanding of the Johannesburg economy and development trends, at an area specific level. MFMA certificate and local government experience would be an added advantage.
