SENIOR INTERNAL AUDITOR

SALARY PACKAGE: R792 837 – R1 189 254 TCTC (including benefits)

 

PURPOSE OF THE POSITION: Reporting to the Senior Manager: Internal Audit the role will coordinate and lead the review, evaluation as well as the reporting on internal controls, processes, policies and mechanisms to ensure that they are adequate, effective and in compliance with regulatory principles, standards and guidelines.

KEY PERFORMANCE AREAS: • The role will be responsible to lead the execution of planned and ad hoc audits as assigned. • Monitor own task allocation and that of Internal auditors and Trainees. • Prepare draft engagement letters for review and approval by Senior Manager: Internal Audit. • Prepare the audit programmes. • Lead the identification of factors causing deficient conditions and recommend courses of action to improve the conditions. • Lead the analysis of documents, apply tests and prepare working papers. • Supervise preparation of the Risk and Control Matrix. • Test the effectiveness and efficiency of controls by inspecting documents, observing processes, performing recalculations and analysis of documentation. • Review working papers of internal auditors and trainees and supervise the work of internal auditors and trainees. • Coordinate the completeness of working papers and audit related documentation for quality review by the Senior Manager: Internal Audit. • Sound knowledge of PFMA, MFMA, MSA, Treasury Regulations and IIA standards. • Sound knowledge of Risk Management Framework and King Code. • Prepare preliminary audit findings (informal query sheet) that clearly highlight internal control weaknesses and risks, as well as recommendations. • Consult with management on the appropriateness of potential control and/or procedural changes and the possible impact on the current/ future control environment. • Keep abreast of trends, theories and practices underlying the rendering of service. • Ensure completeness of audit file upon completion of an audit. Perform probity audits on the procurement process. Perform execution of an ad hoc audits as may be allocated.

Education and experience required:

• Matric/ Grade 12
• Degree in Internal Auditing/Finance/Accounting or equivalent (NQF Level 7)
• Minimum 5 years’ experience in the Public sector or municipal environment
• Proficiency in data analytics and related tools is highly desirable.
• Strong understanding of modern audit practices and trends, particularly in data analytics and risk-based auditing.
• SAICA post-articles experience/ Certifications such as CIA, CA(SA) /CISA are an added advantage.
• Valid Driver’s license a must

SENIOR PROJECT MANAGER – DEVELOPMENT FACILITATION

PURPOSE OF THE POSITION: Reporting to the Executive Manager: Development Planning and Facilitation, the role
will lead and direct the implementation of all the JDA’s development projects, ensuring that projects are delivered on time,
within budget and to the required standards.

KEY PERFORMANCE AREAS: ● Develop, prepare and package opportunities and potential projects for funding purposes. ●
Develop and prepare sound and viable financial models for financing. ● Develop internal infrastructure project appraisal capability and in-house methodologies to assess projects, including cost-benefit analysis and cost-effectiveness analysis. ● Develop various financing mechanisms that can be utilised for different project types. ● Provide capital project appraisal capabilities to help determine the financial and economic viability for new proposed infrastructure funding. ● Develop and maintain strategic relationships with funding partners and other stakeholders. ● Provide input into the strategic planning processes of the JDA and adopt strategic projects and drive for better coordination and outcomes (escalation of issues, management interventions, risk-based site visit scheduling and length, management attendance of Project Steercoms, etc). ● Lead and provide support for the development, assessment, and management of project improvement plans. Development of project financing templates and project packaging. ● Development of Concept Notes for project financing purposes for each capital project. ● Manage client relations on behalf of JDA and facilitate onboarding of the new clients.

Education and experience required:

• Matric/ Grade 12
• Minimum Honours Degree (NQF 8) or Finance; Investments; Development Finance; Economic or related field.
• A Master’s Degree (NQF 9) Finance; Investments; Development Finance; Economic or related field would be
advantageous.
• Minimum of 5 years’ & more, experience in project finance and project investment, business facilitation or
infrastructure management.
• A strong financial background, in respect of financial analysis of project financial models and knowledge of different
economic sectors.
• Sound knowledge of MFMA and Municipal PPP regulations.
• Knowledge of Corporate Governance
• Advanced MS Office and Report writing skills.
• Valid driver’s license.

PROJECT MANAGER X 3

This is a permanent employment contract.

Salary Package: R670 132.00 – R1 005 198.00 TCTC p.a. (including all benefits)

Purpose of position: The successful candidate will manage a portfolio of developments, ensuring coordination of budgets, staff and operational management. He/she will also ensure that goals and objectives of the developments are accomplished within specified timeframes, utilising specified resources, and to agreed performance levels, as well as according to JDA business goals and objectives. The Project Manager assumes full responsibility for the following aspects of the development: Feasibility detailed investigation, design and structuring, planning, implementation and commissioning. He/she will work exclusively for the JDA and will not be allowed to engage into activities which may constitute a conflict of interest.

Key responsibilities: As the driver of JDA developments, the Project Manager must deliver on the following and ensure success of developments by: • Managing Project Coordinators who are assigned to them • Managing external consultant teams in planning and construction phases of projects • Managing and  reconciling the budget(s) that he/she is responsible for and producing monthly and quarterly financial reports • Ensuring that the budget is spent within the financial year and anticipating any problems that may arise • Initiating, designing, implementing and commissioning projects • Securing engagement of a diverse range of stakeholders liaising with other municipal entities and departments as necessary • Developing and managing the development marketing strategy • Taking responsibility for procurement and contracting, including legal requirements such as B-BBEE and CIDB Managing the risks associated with development, including the performance of contractors, participation of stakeholders in Occupational Health and Safety, etc • Reporting on EPWP and OHASA as required • Ensuring that all information on developments and projects is correctly reflected on the JDA’s Development Information System • Enhancing the operational excellence of the JDA by pursuing best practice in all of the JDA’s activities and initiatives.

Education and experience: A degree/diploma in Civil Engineering / Built Environment or a relevant field • Experience in transportation engineering will be an advantage • Professional registered with Built Environment professional body will be advantageous • A minimum of 5 years’ experience in a construction and/ or project management environment • Experience in the management of diverse development projects, preferably in an urban setting.
