Amogelang Kgoathe is an accomplished built environment professional with 13 years of experience in delivering complex infrastructure projects. She joined the Johannesburg Development Agency (JDA) in 2020 as part of the Development Implementation Unit and currently serves as the Senior Development Manager for Portfolio A.
Amogelang holds a Bachelor of Science degree in Construction Management from the University of Pretoria and is a registered Professional Construction Project Manager (Pr. CPM) with the South African Council for Project and Construction Management Professionals (SACPCMP).
Throughout her career, Amogelang has demonstrated exceptional expertise in project planning, execution, and stakeholder engagement across various public and private sector initiatives. Her work reflects a commitment to excellence, ensuring the delivery of projects that align with strategic objectives and contribute to sustainable urban development.

Phumla Mkhize
Senior Project Manager: Project Implementation
Phumla Mkhize brings a wealth of experience in construction and project management, spanning over two decades in the infrastructure development sector.
Her career began in 2004 as a Site Agent at Rumdel Construction in Durban, where she played a key role in implementing the Warwick Triangle viaduct project, a critical infrastructure initiative ahead of the 2010 FIFA World Cup. Following the successful completion of this project, she assumed the same responsibilities for the construction of the KwaMbonambi Interchange for SANRAL.
In 2011, Phumla transitioned to SSI Engineers (now RHDHV), managing high-impact projects for SANRAL and the KwaZulu-Natal Department of Transport. Her role included serving as a Contracts Engineer, where she oversaw contractors and handled contract administration.
In 2015, Phumla relocated to Gauteng and joined RHDHV’s Woodmead office. There, she took on dual roles as Contracts Engineer and Project Manager, managing the Phase 1C Rea Vaya BRT Roadways on behalf of the Johannesburg Development Agency (JDA) and leading projects for other clients, including Lonmin. Her expertise and leadership led to her promotion as Head of Construction Management for the Northern Region.
In 2017, Phumla joined the JDA as a Senior Development Manager, where she took charge of the BRT and Transportation portfolio. In this role, she has been instrumental in delivering transformative infrastructure projects that enhance mobility and connectivity within Johannesburg.
Phumla’s extensive experience and dedication continue to contribute significantly to the successful implementation of impactful development initiatives.

Noluthando Mashamaite
Senior Project Manager: Project Implementation
Noluthando Mashamaite is an experienced construction management professional with a solid track record in delivering impactful infrastructure and housing projects. She brings a wealth of expertise to her role as Senior Project Manager: Project Implementation at the Johannesburg Development Agency (JDA).
Her professional journey includes a pivotal tenure at the Johannesburg Social Housing Company (JOSHCO), where she served as Acting Programme Manager: Implementation and Contracts Manager. During this time, Noluthando was instrumental in managing complex housing initiatives, ensuring quality delivery, and driving projects that addressed Johannesburg’s social housing needs.
Before joining JOSHCO, Noluthando worked at the KwaZulu-Natal Department of Public Works as a Candidate Construction Project Manager. There, she gained foundational experience managing public sector projects, sharpening her skills in stakeholder coordination and the implementation of infrastructure solutions that meet community and government requirements.
Noluthando holds a BSc in Construction Management and a BSc (Honours) in Construction Management. She is also a registered Professional Construction Project Manager (Pr. CPM) with the South African Council for Project and Construction Management Professionals (SACPCMP).
With a passion for urban transformation and infrastructure development, Noluthando excels in navigating the complexities of construction projects, from inception to completion. Her ability to balance technical expertise with stakeholder priorities makes her a valued leader in the delivery of sustainable and high-impact projects within Johannesburg.
